MP approval

The Minister of Agriculture, Tereza Cristina, accompanied the plenary vote. Deputies from the ruralist group also went to the Senate and celebrated the approval of the MP. President Jair Bolsonaro will be able to veto devices amended by Congress in the content of the measure.

Therefore, one of the amendments made in the Chamber resumes the possibility of the Rural Product Certificate (CPR) being included in the judicial recovery processes. With that, rural producers will be able to submit these titles, signed as guarantee for credit providers that finance the sector, to the recovery process in Justice.

Although another modification removed from the decision-making councils of the regional development superintendencies the attribution of analysis of loan operations made by banks with resources from constitutional funds. Still in the Chamber, deputies excluded from the text the determination of the transfer of at least 20% of resources from the constitutional funds of the Northeast, North and Midwest (FNE, FNO and FCO) to private banks qualified to grant credits according to the guidelines of these funds.

Hurry

Even with the approval, once again the senators complained about the short period to analyze a provisional measure. If it was not completed by next Tuesday, the 10th, however, it would expire. Some parliamentarians admitted in plenary that they were voting for the MP without reading the text forwarded by the Chamber.

“This is the problem with provisional measures. We are believing here in what is being expressed by Deputy Lupion (the MP's rapporteur in the Chamber, as he was in the Senate plenary)”, commented Senator Randolfe Rodrigues (Rede-AP).

In short, a Proposal for an Amendment to the Constitution (PEC), with stricter deadlines for the analysis of provisional measures in the Chamber and the Senate, was approved last year. The PEC, however, has not yet been enacted due to technical differences between the two Houses.
