All Brazilian municipalities with more than 15,000 inhabitants, as of this Monday (6th), will be obliged to use the electronic auction to purchase goods and services with funds from agreements with the Union and other voluntary transfers.

On June 1, municipalities will need to adopt the system. In February of that year, electronic trading had already become mandatory in cities with populations above 50,000. Normative Instruction 206, which had been edited in October 2019, established the schedule. And since October, the measure has also been valid for the states and the Federal District.

According to Cristiano Heckert, the Secretary of Management at the Ministry of Economy, the electronic auction favors an increase in resource savings in two ways. The first is through broadening competition. Because it allows the participation of several companies in the country in the bids, so the system increases the offer.

“Instead of buying only in the region, the city hall can buy from the whole country, choosing the most advantageous price”, explains Heckert. According to him, it is up to the supplier to offer the cheapest freight in the case of a city hall buying goods from distant regions. "The responsibility, which often belonged to the Government, passes to the seller", he said.

The registration of purchases made by interested municipalities can be done through voluntary transfers directly in the Federal Government Procurement System (Comprasnet). The tool is integrated into the +Brasil Platform, created in September last year to make accountability for voluntary federal transfers received by local entities more computerized.

In early March, states and city halls can already integrate their local purchasing systems with the Union. Thus, purchases can be made on the systems themselves and be instantly registered on the +Brasil Platform.

So far, the platform has nine modalities for using federal transfer resources. The Ministry of Economy intends to extend electronic accountability to all 30 modalities in the coming months.
