Crivella, mayor of Rio de Janeiro, announced this Saturday morning (4th) that he intends to offer a 20% discount for cash payment of Urban Land and Property Tax (IPTU) and Tax on Services (ISS). Apart from other measures to “relieve” taxpayers during the current crisis caused by the new coronavirus pandemic.
The proposals are to be presented next week to the Chamber of Councilors through a Bill.
The disclosure was made by the mayor during a meeting of the Crisis Cabinet. In all, there are four measures to reduce the impact of paying taxes during this economic crisis scenario.
Also, in addition to the IPTU and ISS discount, he intends to re-edit the Concilia Rio debit renegotiation program. Granting forgiveness of moratorium fines for payment of taxes and offering tax compensation to hotels that are providing accommodation services in cooperation with the municipality.

discounts
- Reduction of 20% in the amount of ISS due from April to July 2020, provided that it is paid in cash by the taxpayer when the tax is due.
- Reduction of 20% of IPTU from open and expiring quotas, provided they are paid in cash also on the due date to be determined by means of a decree.
Other measures mentioned
- Forgiveness of a moratorium fine for payment of taxes up to five months late. Valid for ISS from April to July and also for IPTU.
- Reissue for three months of the IPTU, ISS and ITBI tax debt renegotiation program has an additional discount of 10% on the total amount of the reconciled debt, in addition to the reduction of 80% in charges for payment in cash; for payment in up to 12 installments, a 10% discount will be given on the original debt amount and 60% on the charges. For payments in more installments, only a 10% discount will be granted on the original amount.
- Hotels that have IPTU debts will be able to settle the debt with a 40% discount on the principal, in addition, when paid in cash, they will also be entitled to a 80% discount on late payment. For payments in up to 12 installments, the discount on charges will be 60%. For larger installments, only the 40% discount will be given on the original debit.
- Hotels that are offering accommodation for the elderly may deduct from the amount receivable from the Municipality of their ISS and IPTU debts.
